The Willimantic Police Department handles arrests in the town of Windham, which is the most populated area in Windham County. Their office is at 22 Valley Street, Willimantic, CT 06226. You can get copies by going to the station or calling. Local agencies charge $0.50 per page for copies under CGS § 1-212, and the first $5.00 is waived.

Connecticut law is clear on this point. Under CGS § 1-215, arrest records from state troopers in Windham County are public from the moment of arrest.
